PGS. Phó Thị Nguyệt Hằng nguyên là Viện Trưởng Viện Vật lý kỹ thuật các năm 2013-2020. Bà Tốt nghiệp Đại học năm 1988, chuyên ngành Vật lý lý thuyết tại Trường Đại học Tổng hợp Quốc gia Belarus, nước Cộng hòa  Belarus. Sau đó, bà tiếp tục học và nhận học vị Tiến sỹ vào năm 1991 chuyên ngành Vật lý lý thuyết tại Trường Đại học Tổng hợp Quốc gia Belarus, nước Cộng hòa  Belarus. Ngoài công tác chuyên môn tại Viện, PGS. Nguyệt Hằng còn đảm nhiệm các công việc trong Đảng Ủy và Hội Đồng Trường, ngoài ra, bà còn là thành viên của Hội Vật lý Việt Nam.
